WalMart and 2 German stores were sanctioned by the German government for selling selected food items at below cost. Marketing term is 'loss leaders'. Your attract people in to buy the cheapest bread and milk in town and they do the rest of their shopping there, as well.
WalMart and other supermarkets here do that all the time.
